There is so much that is wrong with what is going on here. It's my understanding that:
1. Rent increases are limited to the small percentages allowed by the Rent Board. These amounts are announced annually. The current year's rent increase is 2.3%.
2. Tenants who have lived in a unit ten years or more are protected.
3. Tenants who are older than 60 are protected.
4. Just because an owner "doesn't want him there" is not sufficient grounds for eviction.
I am not a lawyer, but it appears that being able to remain should be possible for Cleve.
