Your #3 is the one about which I have had the most discussion with my partner. For me, it depends on the pronunciation and the conversation.

As my partner has pointed out, "Nobody outside of Paris pronounces it 'pa-ree.'" That's true. I would never refer to it as 'Pa-ree' in a conversation outside of Paris, unless I am speaking French with a French person.
