In 2012, I did this in Paris. I showed up on Monday, July 2 with all the paperwork. The only glitch for me was that they had to return the new passport to my by mail, not in person. Fortunately, I had a friend living in Paris and he was able to let me use his address.

Despite the fact that Wednesday of that week was July 4, with the embassy closed for the day, I received my passport in the mail delivery on Friday the 6th.

Considering the holiday in the middle of the week and the time it would take to put anything in the local postal service, I thought that this was remarkably fast service.
